ABSTRACT

The main objective of this project is to develop cross-border water management in an urban area   Gorizia, (Italy),Nova Gorica (SLO) and Šempeter-Vrtojba (SLO). The system includes surface water (flooding quality), groundwater (availability, energy efficiency, quality and safety) and wastewater (cleaning). Taking into account the in-depth knowledge of the water and by recording the pressures that affect the system load and the associated pollution of the aquatic environment, we will develop a common system that will allow for efficient water management in line with EU requirements. The task lasts  36 months. Activities will be implemented in the watershed border cities: Gorizia (I), Nova Gorica (SLO), Šempeter(SLO), Vrtojba(SLO).

 

Reasons for the project

In accordance with the Operational Programme (paragraph 2b) water resources represent significant opportunities for cross-border cooperation, given the importance of their monitoring to prevent environmental (pollution) and natural (flood) risks. SWOT analysis of the shortcomings: a low level of cooperation between the institutions providing public services (IRISACQUA Gorica and water and sewerage New York), the presence of areas of flood risk; critical quantitative and qualitative status of surface and ground water. All of this presents a great opportunity for joint urban planning and development with special emphasis on sustainable management of water resources to prevent natural and ecological risks, and consequently achieve the objectives of the EU.

Hydrographic basins of the urban areas of cities Gorizia, Nova Gorica, Šempeter, Vrtojba   are complex and in poor-quality condition, which is also evident from the environmental report CBC Programme Italy - Slovenia 2007-2013. Criticism of this cross-border area floods, although they occur in long intervals (1681, 1703, 1890, 1935, 1983, 1987). This natural hazards (floods), causing an immediate danger due to inefficient and inadequate containment measures. Great importance is different root hydraulic flow stream in the municipality of Gorizia and Nova Gorica. Slovenian territory, running on agricultural land in an open channel, while in Italy running in an underground channel that leads the city Gorizia. Limited capacity of the channel for the entire natural water flow in the past caused major flooding on the Slovenian side. From monitoring carried out in the past and also from the University of Udine in Nova Gorica is clear that the serious problems of pollution. Studies underline the strong criticism of the environment (pollution) of water. Anthropogenic pressures are responsible for long-term critical need for immediate action. Continuous pollution of these waters has led to such changes in the aquatic ecosystem that has established such a balance, which is harmful to biological life. Root River, and Vertojbica Vipava currently have poor quality condition, and this causes damage in addition to these, as well as a negative impact on the quality of the Soca River, which is one of the most beautiful rivers in the world. This leads to strong constraints on social and touristic benefit of the population, including a significant pollution and eutrophication in the Adriatic Sea. Another opportunity is the best use of renewable energy sources or. reduction in energy consumption (use of groundwater) . groundwater quality is often unsatisfactory due to pollution (aquifer Vrtojba field). Given the strong pressure to reduce energy consumption, this water could have been if it had not been contaminated, appropriate to meet the residential and industrial energy needs.

Lack of proper sewage treatment system is another critical unresolved point, which will further affect the quality of surface water and groundwater. In fact, in the border area of Gorizia and Nova Gorica sewers are not suitable for the needs of both municipalities. Research ARPA York showed some significant shortcomings with regard to fecal microbial contamination. Also needed is a study of contamination of drug residues. Water quality is deteriorating rapidly from the release point of the stream root, which receives untreated waste waters from Nova Gorica, collects and drains the area north of Gorizia, which can not be diverted to the treatment plant because it is undervalued. Plans for new water treatment plant in Nova Gorica and optimization of wastewater treatment plant in Gorizia in progress and we hope that will be soon completed. In optimal conditions may make re-use of treated water in agriculture, to prevent re-use of low flows during droughts and promote the re-naturalization of riparian and aquatic areas, and of course   also the possibility of using sewage sludge for land oljšanje in agriculture and energy production.
In conclusion, quality status of surface and groundwater reasons mentioned above deviate from the objectives of the European Water Framework Directive (2000/60/EC), which provides for the achievement of quality standards by2015, and of Directive 2006/44/EC of the European Parliament and of the Council on the quality of fresh water to support fish life, and the Sixth Environmental Action Programme "European Union (2001-2010). in this area is therefore needed adekvat common system for managing transboundary waters in accordance with the Operational Programme (point 2b, 2c and 7b). Such a system should prevent ecological risks related to natural and anthropogenic pressures, thus allowing cross-border management of water resources.

 

OBJECTIVES OF THE PROJECT

The overall objective of the project is to create a professional basis (guidelines) to develop a uniform system for the sustainable management of transboundary waters: surface, ground and waste water in the area of Gorizia and Nova Gorica. These guidelines are designed to protect and joint management of water, improvement of their quality, their protection in relation to biodiversity raznovrstnostostjo, use them for energy purposes, and prevention of common natural and technological hazards and the creation of a common sustainable territorial development. All this in the light of effective citizen participation / public administration and public companies operating in the border area. This general objective is based on "a sustainable territorial integration", which refers to the Axis 1 "Environment, Transport and Sustainable Territorial Integration", whose operational objectives of the interest in this project are: 1.1 Preserve biodiversity and ensure sustainable management of natural resources; 1.2 Protection of the environment from natural and technological disasters and pollution, reduce energy consumption and increase the use of renewable energy sources; 1.4 Strengthening social cohesion in cross-functional areas.
operational objectives of this project will include the following measures:

1) Guidelines for the development of common strategies and plans for preventing and reducing flood risk and to develop joint interventions in emergency situations (DP3). This objective is in line with the operational objective 1.2. 1 "Developing joint strategies and plans for the prevention and reduction of natural (floods) and technological disasters."

2) Development of methods and measures to improve the quantity and quality of surface water basins and Koren Vrtojbca (DP4) and groundwater aquifer Vrtojba (WP5) in accordance with the Water Framework Directive (2000/60/EC). Methodology to develop appropriate systems to reduce pollutant emissions, which will affect the transboundary waters and will have a positive impact on the quality of the environment of the SIC IT3330005 "Mouth of the River Soca." 3) Develop joint strategies and plans for the use of groundwater Vrtojba fields to reduce energy consumption in private homes, public buildings and businesses in the border area (WP5). This objective is in line with the operational objective 1.2 "Pilot projects for renewable energy and energy saving, including through awareness-raising, information and promotional activities."

4) Guidelines for the development of strategies for the re-use of waste water and the use of sewage sludge in agriculture and energy (WP6). An updated and optimized sewer system and re-use of waste water for irrigation and industry, are a great opportunity for the protection of water resources for drinking purposes. In addition, it can also be used to supply water rivers are threatened by drought and a series of other works, which would contribute to improving the environmental quality (ecoremediation). 5) Preparation of 'professional basis and to develop guidelines for a common system of integrated management of transboundary waters, involving the participation of policy makers, end-users and the general public (WP7). EFFECTS AND RESULTS OF THE PROJECT

The main effects of the project are:

WORKING GROUP 1 (COORDINATION AND MANAGEMENT PROJECT)

Work Package 6 (WASTE WATER IN URBAN AREA Gorizia and Nova Gorica)

6.1. possibility of using treated waste water

University of Ferrara deals with the qualitative and quantitative analysis of surface and groundwater resources and the degradation of water resources due to human impact and competitive use of water resources, the processes of desertification and soil-water interactions and geochemical problems related to water supply aquifers. University of Ferrara utterly methodology for integrated geophysical surveys, geochemical lithological and physical properties of underground and define the geometry of groundwater bodies. Department of Earth Science uses the latest techniques and analytical methodology for the analysis of trace elements in water and soil.

PP8 activity: the pursuit of health and ecological, socio-medical, hygienic and epidemiological activities for UE   Ajdovščina, Nova Gorica and Tolmin.

Experience in project work in the domestic or international partneskih projects. The lead partner in the project JEDIS-Joint Environmental Decision Support Information System, in the context of the Community Initiative INTERREG IIIA Italy-Slovenia 2000-2006.

Institute for Mining, Geotechnology and Environment produces environmental impact assessments, risk analysis, hydrogeological studies, geological and engineering geological survey, design of wells, production and implementation of monotoringov groundwater research in the field of waste management, the design of new surface and underground waste repositories, remediation and closure of existing landfills, modeling groundwater flow and transport materials, laboratory and "in-situ" investigation.
