Hebei Province, China’s largest steel-producing region (225–250 Mt annually, ~22–24% national output), is undergoing a forced but necessary transformation.
With China’s 1.5:1 capacity replacement policy and ultra-low emission mandates, Hebei is pivoting from BF-BOF dominance toward hydrogen-DRI and scrap-EAF hybrid models.
Given high GDP dependency (15–20% from steel), the transformation pairs massive CCUS retrofits with emerging green hydrogen corridors.
Hebei represents the toughest test for decarbonization: legacy assets, dense industrial clustering, and air quality pressures from the Beijing-Tianjin-Hebei region.
